1、reach认证介绍
reach认证“registration,evaluation,authorizationandrestrictionofchemicals,化学品注册、评估、许可和限制”,是欧盟对进入其市场的所有化学品进行预防性管理的法规。将于2007年6月1日正式实施。
新的欧盟化学品政策,reach认证(化学品的注册、评估和授权),目的是高水平的保护人类健康和环境,同时促进绿色化学品的创新。
2006年12月18日欧盟法规(ec)no.1907/2006有关化学品的注册、评估、授权和限制,2006年12月18日欧盟议会指令2006/121/ec修改委员会指令67/548/eec(关于危险物质的分类、包装和标签)于2006年12月30日在官方杂志上发表。
reach将于2007年6月1日实施,它将取代将近40个现存的欧盟法规和指令,能够提供一个简单的系统以更好的方式来管理化学品。
2、reach认证的目的
保护人类健康和环境;保持和提高欧盟化学工业的竞争力;增加化学品信息的透明度;减少脊椎动物试验;与欧盟在wto框架下的国际义务相一致。
从实质意义上讲,reach法规将促进化学工业的革新,使其生产更安全的产品,刺激竞争和增长。与现行复杂的法规体系不同,reach将在欧盟范围内创建一个统一的化学品管理体系,使企业能够遵循同一原则生产新的化学品及其产品。

欧盟《关于化学品注册、评估、许可和限制法规》(reach法规)已于2006年12月18日通过了欧盟理事会的 终投票表决,并已正式颁布,将于2007年6月1日开始全面实施。
reach认证取代了欧盟现行的40项法规,成为一套统一的化学品注册、评估、许可和限制的管理法规。它拥有一套完善的注册及评估体系,涉及约3万种化学物质,要求年生产量或进口量达到或超过1吨的所有“现有”或“新”的化学物质都要进行注册,以提供相关的使用安全性信息。
reach认证几乎涉及所有(除食品、药品、农药)出口到欧盟的产品。如何面对挑战?如何应对reach认证的注册、通报、许可和限制要求?预计未来几年,将面对大量的材料安全数据表(sds),怎样判断sds是否符合reach认证的要求?
echa于2009年12月7日发布公告,确定将15种新的svhc增加到候选清单中,准备在2010年1月正式列入候选清单。

3、在物品中含有率>0.1%时,必须向客户或消费者说明该物质(至少说明物质名称)。
